We believe these numbers tell an interesting story

Numbers supply quantitative evidence of a reality which exists. Their meaning and significance, however, can be determined only by the context and history within which those numbers occur. Furthermore, comparison of data is accurate only if the entities being compared are equivalent. For example, an interprovincial comparison of the proportion of students enrolled in independent schools would need to take into account the fact that Catholic schools are considered independent in BC and Manitoba, but are included in the public system in Alberta, Saskatchewan, and Ontario.
